Edward B. Carter Honored with the 2025 Kimmel/Thynge ADR Award

The prestigious Kimmel/Thynge Alternative Dispute Resolution Award was established to honor the lasting contributions of Morton Richard Kimmel and Magistrate Judge Mary Pat Thynge, both of whom were instrumental in advancing alternative dispute resolution (ADR) practices in Delaware. Past recipients of this award include respected figures such as Judge Vincent A. Bifferato, Sr., Kathryn J. Laffey, Judge Kevin Gross, Judge Joshua W. Martin III, David A. White, Yvonne T. Saville, and the award’s namesakes themselves.


This year, we are proud to recognize Edward Carter, retired senior partner at Kimmel, Carter, Roman, Peltz & O’Neill, as a recipient of the 2025 Kimmel/Thynge ADR Award. William D. Johnston, of Young Conaway, was also a 2025 recipient of this prestigious award.

With over 40 years of legal experience, Mr. Carter built a respected career focusing on general and civil trial practice, insurance and negligence law, federal litigation, workers’ compensation, construction accidents, and products liability. Throughout his decades of practice, he remained committed to professionalism, fairness, and mentorship.

 

In the 1980s and 1990s, Delaware’s ADR system was in its infancy—expensive, inefficient, and time-consuming for attorneys, judges, and jurors alike. As the state looked for a better solution, Judge Thynge and Morton Kimmel were charged with shaping a more effective system. Working alongside Mr. Kimmel at the time, Ed Carter became one of the early attorneys entrusted with mediating and arbitrating cases under this new framework.

 

Mr. Carter played a key role in evaluating the process and reporting back on improvements—ranging from the ideal number of arbitrators to rules of evidence and overall structure. His insights and feedback were integral in shaping the system we know today: efficient, cost-effective, and predictable.

Larry Kimmel, Managing Partner of Kimmel Carter, presented the award and reflected on Mr. Carter’s influence:

I learned how to evaluate cases, how to work with attorneys and arbitrators, and most importantly, how to treat people. Ed Carter epitomizes the Delaware lawyer—empathetic, even-keeled, and respectful. He has made a lasting impact on our profession.”

 

Mr. Carter’s service to the legal community has been widely recognized. His accolades include the 2022 Michael J. Rucka Lifetime Achievement Award from the Workers' Injury Law and Advocacy Group (WILG). He has served as a Trustee for the Lawyers' Fund for Client Protection of the Delaware Supreme Court, Chairman of the Workers’ Compensation Committee of the Delaware State Bar Association, State Delegate for the American Trial Lawyers Association, and a long-standing board member of both the Delaware Trial Lawyers Association and WILG.
